VECP Tools

General

The VE Incentive Clause is a great tool for a contracting officer to generate savings in their current contract, AND save money for their organization for many years to come. It is a win-win situation. You help your contractor generate added significant profits in the short term, while your organization saves money today and for many years to come.

Basic

The standard minimum criteria for VECP's are discussed in the basic information section. Almost all Federal contracts follow the basic criteria, as well as most state governments, International, and private groups too. If you are not sure your organization fits the standard, we recommend you contact us for details regarding your group and its needs (a small fee is involved).

Any CO (Contracting Officer) and their authorized representatives within the basic system can review all details of a submitted VECP. Further, using the basic CO system, they are also able to identify potential problem issues, identify ways to ensure acceptance, and even generate a basic report for subsequent reporting requirements (for best basic results, this should be done immediately after accepting or declining the VECP).

Contracting Officers and their Technical Representatives

What are the many common issues that negate savings, generate legal issues, or otherwise adversely affect a VECP. Our expert system probably knows (we try very hard to know all major VECP issues). Through our expert systems, we do our best to notify the CO and their representative of the latest issues. However, we don't stop there, we also try to advise as to the known methods to avoid the potential issue or problem.

Remember, we not only have helped many governmental organizations implement and use their programs, in many cases, we even wrote the original drafts related to the clause. Accordingly, we understand both the CO, and their managers reporting issues. The reports do have a purpose, which are discussed in our training, and we recommend everyone benefit from them. However, to many the CO, COTR, and others; it is just a confusing reporting chore. The most common audit report issue (a mandatory audit is required by law every three years), is lack of reporting; seconded by lack of organizational submission and acceptance understanding. If this is all the requirements means to you, we make it easy to meet your reporting, and submission and acceptance understanding requirements. Plus, we help you meet the purpose, saving the organization money in the process, while helping provide incentives for the contractor to make the submission. Contracting Officers Managers or Reporting Personnel

The CO manager or VEVA Program Manager has a special problem. They are responsible for reporting a program that may be very large and encompassing, but have a limited budget to meet their requirements. Our enhanced systems were not only designed to assist your CO/COTR, and other personnel, but you, the manager. Indeed, we have expended much effort to assist you. VECP Training

General

While we have generated many tools in our enhanced systems that should, in most cases, avoid the need for much of most previous discussed groups training missions, some issues cannot be provided through an expertise based systems, and even, can benefit from augmenting them. In our training, we provide three major issues: general knowledge, not requiring our systems; methods to increase the benefits of an expert system; and how to use the expert systems.

Contracting Officers and Managers

Our systems excel in this area. Many CO's and their managers attend courses containing up to 40 hours of training in this area. In our opinion; they obtain little benefits and results from these, as most: 1. forget the information in light that the VE Incentive clause is a very small part of their total duties, 2. still do not properly understand and make major error that can potentially generate serious legal and other issues, 3. don't remember in the long term as they only receive a few VECP requests as related to their total contract operations, and 4. were never introduced to all the intents and purposes, plus nuances of the clause and the potential impacts. Result: some CO and managers consider the VE Incentive Clause to be a "pain in the neck" instead of its real purpose, to generate added profits (reduced costs) for the contractor's AND contracting organization's benefit. No matter how expert the system; there are always issues that exceed the capacity of the system, or would take so long to explain, that the client (not planning or desiring to be an expert in the field) would benefit far more from contacting a consultant with the necessary detailed knowledge in the field.
